The parliamentarians emphasized that the Minister's management and performance had "an incalculable number of errors and illegalities." The desire to create a network and numerous acts of corruption are underscored by a report by the Comptroller General of the Republic, Nelson Shack, and the resigning Deputy Minister Fabiola Caballero.
